Measured on one 3840 x 2160 (8.3 MP) photograph, decoded once and then encoded into each format from that same master, so neither format inherits the other's artifacts. JPG via mozjpeg at quality 90, HEIC via macOS sips at quality 80: the settings where both scored the same structural similarity against the master. Your own photos will land on different numbers, but the direction and rough scale of the gap is what carries over.
